(A Sadajah Jariyah on Resilient Communities through COVID-19, Water, and Climate Actions)

Rationale:

Endline Survey is an activity that involves a collection of data and measures specific indicators or variables identified at the start of the project, i.e., CORE. This activity is being carried out through a survey of the target respondents who have been involved in the project implementation as rightsholders.

An endline survey activity's goal is to collect information and insights that can be compared to the baseline data acquired at the beginning of the CORE project. By comparing baseline and endline data, project implementers can decide whether the project met its planned goals and objectives, and if there were any notable changes or improvements during the intervention.

Objectives:

  • Conduct an endline survey to assess the impact and outcomes of the project.
  • Evaluate the effectiveness and efficiency of the interventions.
  • Identify key lessons learned and recommendations for future interventions.
  • Produce a comprehensive endline survey report.

Scope of Work: The consultant will be responsible for the following tasks:

  • Develop survey instruments/questionnaires in collaboration with Islamic Relief-Philippines (IRPH) Monitoring, Evaluation, Accountability, and Learning (MEAL) Unit.
  • Gather information through a survey.
  • Maintain data quality and integrity throughout the data collection process.
  • Use proper statistical tools to analyze survey data.
  • Interpret the results and draw clear conclusions.
  • Develop a comprehensive end-of-survey report that includes recommendations for future project implementation.
  • Share the findings with the project team, including MEAL.
  • Support or help IRPH MEAL staff in consolidating and cleansing the data if needed.
  • Abide by IRPH policies, especially Child Protection, Safeguarding Policy, and Data Protection Policy

Deliverables:

  • Survey instruments/questionnaires.
  • Cleaned and analyzed survey data.
  • Comprehensive endline survey report.
  • Presentation of findings.

Timeline:

Start Date: August 18, 2023

End Date: August 31, 2023

Qualifications and Experience:

  • Advanced degree in a relevant field (e.g., social sciences, statistics, development studies).
  • Demonstrated experience in conducting surveys and evaluations.
  • Proficiency in quantitative and qualitative data analysis.
  • Strong report writing and presentation skills.
  • Familiarity with the subject matter of the project is desirable.

Reporting and Communication:

  • The consultant will report to Project Officer and MEAL Coordinator.
  • Regular communication and progress updates are expected.

Proposal Submission:

  • Interested consultants should submit a detailed proposal outlining their approach, methodology, timeline, and cost or budget estimates.
  • Please include relevant past work samples and references.
