Terms of reference for Consultancy Services- Islamic Relief South Sudan security risk assessment
Location: South Sudan – Juba
Background
South Sudan, the world’s youngest nation, continues to struggle with conflict despite the August 2015 signature of a peace agreement. As its implementation faltered, violence between factions broke out again in July 2016, setting back the peace process once again. Over 50,000 have been killed, almost 1.6 million have been displaced with an even increasing insurgency resulting from political fallouts in both the government and opposition groups. This developments have also seen a surge in criminality fuelled by the downward spiral of the economy coupled with the high unemployment rates within the local populations. Post the July 2016 conflict, Juba has nearly turned a haven for criminals with daring attacks executed by armed criminal gangs in NGO compounds, private residences and pedestrians along the streets.
IRW was present in South Sudan since 2003 registered under the Ministry of Humanitarian Affairs and Disaster Management. IR has more than 14 years’ experience responding to conflict and drought crises in several states in South Sudan. Today, IR has expanded its programme operational areas and is fully operational in Juba (country office) with three field offices in Narus (Eastern Equatoria), Warrap (Warrap state), Wau (WBEG state) and a satellite office in Yei (Central Equatoria). It has a core team of 60+.
Against this backdrop, IRW intends to engage a professional security consultant to recommend to the organization/management the parameters for operating in South Sudan from a security perspective.
Scope
The consultant is expected to:-
i. Review the physical security of IRSS premises – exterior and interior components
ii. Ensure IR South Sudan offices meets required minimum operating security standards in line with IRW global measures.
iii. Review existing operating procedures regulating access, travels, etc.
iv. Review and update the security management plan, SOPs and recommend best practices. Consultant will also develop a plan to imbed SOPs derived from the policy into everyday activities
v. Develop threats and risk analysis of IRW’s programme areas and recommend appropriate measures to address the identified threats.
Deliverables
Within the agreed timeline, the consultant shall provide Islamic Relief with; a) Draft assessment report on the physical security of IR south Sudan premises
b) Updated security management plan and SOPs including plan to imbed SOPs derived from the policy into everyday activities c) Risk analysis report including recommendations on appropriate risk mitigation measures d) One day validation workshop, including sharing of key findings and recommendations with the senior management team (SMT).
Methodology
The consultant will travel to Juba, Field offices (WAU, Warrap) and conduct varied meetings and interviews with the IRW team as well as other INGOs, NGO Forum and UN operating in Juba.
Qualifications
 Experience in conflict/post conflict operating environments – experience in South Sudan is a plus.
 Experience in security risk assessments and development of SMPs and SOPs for INGOs

Only a team member who’s CV has been attached to the technical proposal will be eligible to participate in the assignment.
  4. Financial Proposal (in USD only)
  5. Contact details of 3 references.

    Timeline
    It is envisioned that the consultancy would last 15 days (subject to review) including planning, design, desk review, data collection, feedback, validation and final report.
