BACKGROUND / RATIONALE

Islamic Relief Worldwide (IRW) is an international relief and development organization founded in the UK in 1984 that envisages a caring world where people unite to respond to the suffering of others, empowering them to fulfil their potential. Working in over 30 countries, it promotes sustainable economic and social development by working with local communities to eradicate poverty, illiteracy and disease. IRW also responds to disasters and emergencies, helping people in crisis (http://www.islamic-relief.org).

Islamic Relief started its operations in the Philippines when it responded after the onslaught of Typhoon Haiyan in the Visayas islands by providing shelter, tarpaulin, tents, sanitation kits and other non-food items in collaboration with the Government and UN/NGOs/private organizations. Islamic Relief supports recovery efforts of the Government in the areas of livelihoods, WASH, Shelter and DRR in northern Cebu and Leyte provinces.

Currently, Islamic Relief is working in the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) including the provinces of Maguindanao and Lanao Del Sur for its development project and humanitarian response projects. Three projects are being implemented in these areas around the themes of peacebuilding, social cohesion, DRRM, sustainable livelihoods and enterprise development.

IRW is looking for independent Resource Persons or Subject Matter Experts in various fields/subjects to provide training, advisory, coaching and mentoring services for its national staff and local partners.

PURPOSE

The purpose this consultancy is to provide external professional service to Islamic Relief Philippines existing projects as Resource Persons or Subject matter experts in any of the following:

  1. Social Mobilization & Social Preparation including community development and organizing;

  2. Organizational Development & Governance for community-based organizations (including cooperatives, social enterprises and self-help groups)

  3. Enterprise Development, including Business Planning

  4. Leadership Development, Coaching and Mentoring

  5. Project Management & Proposal Writing

  6. Constructive Conflict Resolution Methods, including mediation, arbitration, dialogue and negotiations; Other Alternative Dispute Resolution Methods

  7. International Humanitarian Law and Human Rights Law

  8. Gender and Peacebuilding

  9. Financial Management for non-finance staff

  10. Audit and Inventory for Cooperatives

  11. Results-based Management (RBM) & Project Cycle Management (PCM)

  12. Child Protection Frameworks, Laws and Policies

  13. Gender and Social Inclusion Frameworks & Mainstreaming in Organizations

  14. Disaster Risk Reduction and Management (DRRM) & Frameworks; HVCA; Climate Change Adaptation

  15. Community Engagement and Participation, including tools like Score Cards and Citizen’s Satisfaction Surveys

  16. Local Development Planning Processes (including Barangay Disaster Risk Reduction Planning)

  17. Sustainable Livelihoods framework and processes, including Value Chain Analysis

  18. Conflict Analysis and Conflict Sensitivity

Responsibilities:

The Consultant’s role includes but are not limited to the following:

  1. Develop a training design on his/her subject areas of expertise with two audiences, national project staff and local community leaders;

  2. Submit a financial proposal including his/her daily professional rate;

  3. Develop training modules, presentation and learning materials on the specific subject matter that she/he will handle or deliver;

  4. Coordinate with the Head of Programs and Project Leads of the SCALE, SIDA-PPM and other Projects of Islamic Relief Philippines in the implementation of the training and follow-through activities;

  5. Prepare a coaching and mentoring plan, and execute them remotely with the Technical Staff assigned per thematic area.

  6. Submit a Final Report to IRPH on the training, coaching and mentoring results.

Qualifications:

  1. A duly registered Training Consultancy Firm or independent Consultant with 5-10 years working experience in these thematic areas/subject matters;

  2. Extensive work as trainer and resource persons in these subject areas with clients from INGOs and CSO/NGO networks in the Philippines;

  3. Familiarity with the BARMM context;

  4. Expertise and working experience with cooperatives and community-based associations in the Philippines;

  5. Willing to travel to Mindanao areas for training venues;

  6. Highly flexible and adaptable;

  7. Respects Islamic culture and diversity;

  8. Education in relevant subject area to Masters or PhD levels;

  9. Training certifications in specific subjects; and

  10. Language proficiency – Filipino (essential) and local dialect (desirable).
