Background
As an agency that works in many fragile and conflict affected states IR has often worked in ‘Education in Emergencies’ with some more limited work in long term education interventions. An opportunity to bid for a multiyear long term education programme has presented itself from multiple donors located in the Gulf, namely Islamic Development Bank and Educate a Child.
Scope
This consultancy will lead in developing Education Programme bid documents for identified donors in the Gulf. As part of that it will include liaison with multiple IRW country offices and programme departments to ensure robust preparation of detailed country programmes and budgets.
Objectives
To lead, in consultation with key IR staff, in preparing the full project proposal document for submission to funding as per donor requirements and
To manage the bid submission in its entirety up to submission with flexibility to contribute towards additional changes and recommendations which may be warranted upon initial review.
Implementation framework
The programme will need to be developed with a strong emphasis on interventions that increase educational quality. These should increase pupil access, retention and continuation rates and improve learning outcomes. Numbers of out of school children having safe access to quality education is an important indicator. Other factors such as protection, safeguarding and the principles of inclusive education are seen as critical.
Project requirements
Islamic Relief’s Programme Funding and Partnerships Department (PFPD) requires a consultant for up to five months from August 2020 up until the submission date in November, but with an additional commitment to be available for any reviews following feedback. We anticipate work being completed by December at the latest.
The programme involves five of the countries IRW works in including Mali, Niger, Pakistan, Bangladesh and Syria.

Accountability
The consultant will report to the Programme Funding and Partnerships Department.
Project outputs
The consultant is expected to produce the following deliverables:
Consult and liaise with country offices in the context of bid development to obtain the necessary inputs to develop the proposal documents and other requirements necessitated for the submission.
Develop and finalise final proposal documents for submission, including full project goals, objectives, theory of change, logic/logical models, budgets and monitoring and evaluation plans.
Required inputs (Competencies?)
· Background in education sector trends and innovations (Essential)
· Bid writing and bid management skills in associating with major institutional donors with a preference for working with Middle Eastern Donors (Essential)
· Experience of working with education programmes in at least 3 of the identified 5 countries
· Communication and facilitation skills
· Remote management / working (travel may remain impossible)
· Good connectivity and video conferencing experience.

Proposal to tender and costing:
Consultants (single or teams) interested in carrying out this work must:
a) Submit a proposal/bid, including the following;
i. Detailed cover letter/proposal outlining a methodology and approach briefing note
ii. CV or outline of relevant skills and experience possessed by the consultant who will be carrying out the tasks and any other personnel who will work on the project

v. Expenses policy of the tendering consultant. Incurred expenses will not be included but will be agreed in advance of any contract signed

Terms and conditions
Payment will be made in accordance with the deliverables and deadlines as follows:
· 40% of the total amount – First upfront payment
· 30% of the total amount – submission of the first draft of the evaluation report
· 30% of the total amount – submission of the final report including all outputs and attachments mentioned above**
We can be flexible with payment terms, invoices are normally paid on net payment terms of 28 days.
Additional information and conditions of contract
During the consultancy period,
IRW will only cover:
· Consultancy fees
· Any travel costs to visit IRW
IRW will not cover:
· Tax obligations as required by the country in which he/she will file income tax
· Any pre/post assignment medical costs. These should be covered by the consultant
· Medical and travel insurance arrangements and costs. These should be covered by the consultant

How to apply:
Consultancy contract
This will be for an initial period that is to be specified by the consultant commencing from August 2020 (exact date to be mutually agreed). The selected candidate is expected to work from their home/office and be reporting into the Programme Funding and Partnerships Department.
The terms upon which the consultant will be engaged are as per the consultancy agreement. The invoice is to be submitted in accordance with the payment terms and will be paid on net payment terms of 28 days though we can be flexible.
All potential applicants must fill in the table beneath in Appendix 1 to help collate key data pertaining to this tender. The applicant must be clear about other expenses being claimed in relation to this consultancy and these must be specified clearly.
For this consultancy all applicants are required to submit a covering letter and CV’s of all potential consultants including the project lead.
A proposal including, planned activities, methodology, deliverables, timeline, and cost proposal (including expenses) are expected.
Other relevant supporting documents should be included as the consultants sees fit.
All applicants must have a valid visa or a permit to work in the UK (if travel is required to the UK). A valid visa/work permit is also required for those areas required to be visited as part of this consultancy.
During the Covid-19 crisis we are not expecting international travel to be possible so work will largely be remotely conducted.
