Project background
Our present global strategy ended in December 2015. During 2015 a new strategy was developed and approved in April 2016 by our global assembly. The IR CEO and board of Directors have decided to utilise a balanced score card approach to implementing the new strategy to ensure all staff are tied into strategy implementation and with a high degree of accountability for performance. This consultancy will oversee the adaptation of the new strategy into a framework of objectives and metrics suitable for BSC (balance score card) roll out.
Thje SPP Department manage the development and management of our Global Strategy, Policy and Organisational quality as well as Advocacy.
Project requirements
We are seeking a consultant with experience of guiding and leading strategy implementation with large organisations utilising the balanced score card approach to guide and facilitate this project from August until November 2016.
The consultant will work closely with the CEO and Head of Strategy & Policy to:
Train the strategy team, senior management team and middle managers in the use of BSC and the system devised.
Advise in the adaptation of the new global strategy into a framework of terminology and performance indicators suitable for BSC implementation.
Oversee the development of work plans for all departments that will feed into the new strategy and give a sense of buy-in and ownership.
Objectives
The objectives of this consultancy are;
To train the strategy team, senior management team and middle managers in the use of BSC and the system devised.

Scope
The scope of this consultancy should include:
Internal Departments and strategic business units in IRW.
Please note: The consultant will be working with a small strategy team drawn from different departments who with the advice and guidance provided will carry out much of the adaptation and work with management teams.
The strategy itself guides the whole IR Family (IR is a federated global organisation) in determining our global approach to tackling poverty and suffering, our values and core mission.
Deliverables
The deliverables for this project are;
Completion of training for the senior management team and the strategy team in implementing the BSC approach to performance management.
A Global Strategy 2016-21 fully adopted based on BSC.
An effective objective and activity planning developed to enable effective delivery within the BSC approach.
A set of tools and system designed to enable an on-going data collection, monitoring, reporting and review of progress in the use of the BSC approach.
Project output
The outputs for this consultancy are;
· A finalised strategy implementation plan with objectives, CSF, metrics and activity planning for all IRW departments.
· Management trained in the benefits and understanding of how to use BSC effectively.
· A system set up to monitor, report and review progress against the strategy.

We expect the contract to last for a period of 5 months, with a minimum of 8 days of the consultants time and a maximum of 15. The project will be supported by a team at IRW who will be able to conduct a lot of the consultation and other work, guided and supported by the consultant. All teams are based in Birmingham (principally) and London.
How to apply:
Consultancy contract
This will be for an initial period of a 5 months contract commencing from July 2016 (exact date to be mutually agreed). The selected candidate is expected to work from home and/or from one of the UK based offices reporting into the Head of Strategy & Policy.
The terms upon which the consultant will be engaged are as per the consultancy agreement. The invoice is to be submitted at the end of the month and will be paid on net payment terms 28 days.
All potential applicants must fill in the table beneath in Appendix 1 to help collate key data pertaining to this tender. The applicant must be clear about other expenses being claimed in relation to this consultancy and these must be specified clearly.
For this consultancy all applicants are required to submit a covering letter with a company profile(s) of all stakeholders and the CV of the lead consultant(s).
A proposal including, planned activities, methodology, deliverables, timeline, and cost proposal (including expenses) are expected.
Other relevant supporting documents should be included as the consultants sees fit.
All applicants must have a valid visa or a permit to work in the UK (if travel is required to the UK). A valid visa/work permit is also required for those areas required to be visited as part of this consultancy.
