Islamic Relief Worldwide (IRW) is an international relief and development organization founded in the UK in 1984 that envisages a caring world where people unite to respond to the suffering of others, empowering them to fulfil their potential. Working in over 34 countries, it promotes sustainable economic and social development by working with local communities to eradicate poverty, illiteracy and disease. IRW also responds to disasters and emergencies, helping people in crisis by providing them immediate support in rehabilitation.

Islamic Relief started operations in Philippines in 2013 in order to respond to Typhoon Yolanda in collaboration with the Government and UN/NGOs/private organizations. Over 39,000 Typhoon Haiyan affected families had been reached by providing access to livelihood opportunities, access to water, health and sanitation (WASH) and a decent house to live in accordance to Build Back Better design.

Islamic Relief moved its Country Office to Cotabato City (Mindanao) during 2017 to support the government in its efforts to help communities in case of disasters and provide support in government’s efforts to alleviate poverty and illiteracy in the region.

Islamic Relief Worldwide Philippines urgently looking to hire a Human Resources Coordinator.

REPORTING TO : Country Director

JOB PURPOSE:

  • To lead on the HR policy development and documentation
  • To lead recruitment and staffing for the country programme growth
  • To lead staff induction, development, needs assessment, training and performance management
  • To build capacity of HR, Admin officer and Logistic Coordinator
  • To build Admin & Logistics operational Support by capacity building of Admin and Logistic staff through advice and guidance

KEY WORKING RELATIONSHIPS:

  • Has regular contact with HR Service Team at the International Program Division at IRW and Asia desk
  • Has regular contact with all line managers, Area and Field Offices and staff across the organisation and a strong advisory role and working relationship with senior line managers.
  • Will communicate effectively and systematically across the organisation and will actively support cross organisational processes.

SCOPE AND AUTHORITY

Scope of the Role:

The Human Resource Coordinator reports to the Country Director. He/she will have autonomy and responsibility to plan and manage his/her own work load in accordance with Human Resources and employment legislation.

Responsibility for Resources:

  • Human resources information resources, including filing, maintain data bases, publications, archiving and reports;
  • Quality assurance human resources activities and services
  • Training and development of staff as per need identified by their lines managers during the job or annual appraisals

KEY DUTIES AND RESPONSIBILITIES:

The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff.

Key Accountability 1: Human Resource Policy Development and Documentation

  • Leads on the development of the HR manual incorporating the services, policies and procedures in compliance with IRW HR policies and state employment laws, regulations and guidelines
  • Contributes to preparing the staff handbooks to ensure that the workforce is aware of company policies.
  • Ensures and proactively promotes and fosters a culture in which Islamic principles, values and approaches which are adopted by IR are consistently respected, applied and complied with in the delivery of the country / division / unit objectives and in the conduct of its employees.

Key Accountability 2: Recruitment and Staffing

  • Coordinates and carries out in full recruitment requirements for the country programme, ensuring that all legal requirements and IRW processes and guidelines are adhered to.
  • Provides professional support and advice on recruitment to line and programme managers and advise them on best practices.
  • Assists in preparing job descriptions and person specifications with relevant programme managers.
  • Revises periodically application forms in line with pertinent legislations and guidelines
  • Assists in screening of application forms and short listing applicants.
  • Devises, runs and evaluates selection processes including interviews
  • Manages references gathering and sending of offer letters to successful candidates as and when necessary
  • Develops staff induction package and coordinates staff induction
  • Maintains a database of country programme staff and interns, including reports on sick absence, turnover, trends, recruitment costs and any others as required
  • Prepares redundancy calculations as and when required
  • Coordinates with all relevant departments to manage payroll system ensuring that IR staff are paid in a correct and timely fashion.
  • Leads conduct of competitive market research or salary survey to establish pay practices and pay bands that help to recruit and retain superior staff.

Key Accountability 3: Development of Human Resources Unit

  • Manages the HR services staff and build their capacities on human services delivery
  • Oversees and manages the work of reporting Human Resources staff. Encourages the ongoing development of the Human Resources staff
  • Leads the implementation of the performance management system that includes performance development plans (PDPs) and employee development programs.
  • Supports the HR Officers/Assistants as required.
  • Assists managers with the selection and contracting of external training programs and consultants.
  • Participates in reports as and when required
  • Researches and completes projects as and when required

Key Accountability 4: Work Permits and legal support regarding HR issues

  • Liaison with relevant Government Department especially regarding Work permit, Visa and all legal issues of the organization.
  • Ensuring that the Islamic Relief country, area and field offices have sufficient and effectively HR support available.

PERSON SPECIFICATION

It is essential that the post holder shows a good understanding and empathy with the Islamic values and principles as well as commitment to IRW’s vision and mission. This section should detail the requirements of the role in the following sections:

EDUCATIONAL QUALIFICATIONS:

  • A graduate degree in a relevant field.
  • 5-7 years experience in Human Resource Management and development systems in an I/NGO/large multifunctional organization.
  • A proven record of effective management.
  • Experience in budgeting & Budget-tracking.
  • Demonstrated experience in providing a wide range of personnel services to a high standard including recruitment and retention, equal opportunities, disciplinary action, advice to managers e.g. on sickness, redundancy issues.
  • Sound knowledge of employment law and its practical application.
  • Knowledge of payroll systems.
  • Good knowledge of HR input to change management processes.
  • Well-developed IT skills and knowledge of Microsoft office in particular Microsoft Word & Excel
  • Ability to supervise junior staff.
  • Ability to advice country Director, Managers and employees on HR matters.

Experience

  • Experience of undertaking a range of tasks requiring a high degree of discretion, sensitivity and negotiating skills.
  • Experience of working independently and on own initiative

  • A post graduate degree in relevant field
