Islamic Relief Worldwide (IRW) is an international relief and development organization founded in the UK in 1984 that envisages a caring world where people unite to respond to the suffering of others, empowering them to fulfil their potential. Working in over 34 countries, it promotes sustainable economic and social development by working with local communities to eradicate poverty, illiteracy and disease. IRW also responds to disasters and emergencies, helping people in crisis by providing them immediate support in rehabilitation.

Islamic Relief started operations in Philippines in 2013 in order to respond to Typhoon Yolanda in collaboration with the Government and UN/NGOs/private organizations. Over 39,000 Typhoon Haiyan affected families had been reached by providing access to livelihood opportunities, access to water, health and sanitation (WASH) and a decent house to live in accordance to Build Back Better design.

Islamic Relief moved its Country Office to Cotabato City (Mindanao) during 2017 to support the government in its efforts to help communities in case of disasters and provide support in government’s efforts to alleviate poverty and illiteracy in the region.

Islamic Relief Worldwide Philippines is urgently looking to recruit a Project Manager for it’s SIDA funded multi-year, multi sectoral “Peace Building Project”

REPORTING TO : Programme Manager/ Head of Program Unit

JOB PURPOSE:

The incumbent will work under the overall direct supervision and guidance of Programme Manager and will also liaise with respective departments in project planning, Management and implementation. The position holder is mainly responsible to ensure the effective, quality and timely management of a Peacebuilding project with major components of Livelihoods, Vocational Trainings, DRR and education sectors.

This will include completing a range of tasks to support the planning, preparation, delivery, monitoring and report of project activities at field and country office level and serve as a focal person in project management and implementation.

The incumbent will ensure effective planning and implementation of project activities, timely and quality donor reporting, liaison and networking with BARMM/ Central government, other I/NGOs, UN agencies and private sector

OVERALL RESPONSIBILITIES:

The incumbent will be responsible for overall Management and Implementation of the project activities in compliance with donor requirements and IRW guidelines. The incumbent will report to Program Manager/ Head of Programme Unit in the delivery of project management functions specially at meeting project targets and donor commitments. This will involve working closely with local regional government units, consultants and project staff to ensure delivery and reporting of project. The post holder will also be required to regularly engage with other organisational functions including Monitoring, Evaluation, Accountability and Learning (MEAL), Communications, HR, Supply chain and Finance departments. This will include;

  • Implementation of project in line with the project documents and required outputs;
  • To fulfil reporting requirements (narrative and financial) of IRW and back donor (SIDA) to ensure timely and quality submission of reports
  • Ensure that Plan of Action is realistic, effective and followed up.
  • Ensures that all assessment processes are followed including supervision of internal review, end line survey and final evaluation or lessons learnt workshops with support from MEAL department
  • Provides guidance and support to project team in project planning, monitoring, evaluation and reporting and ensures continuous improvement in reporting and analysis by using RBM techniques
  • Ensures that IR/donor reporting requirements/standards are met in project updates and reports
  • Provide case studies, photographs and articles to communications team and other press and publicity outlets as requested
  • Maintain detailed working knowledge of activity budgets, monitor variance in budget verses actual and provides detailed analysis of any deviations
  • Provide early and timely corrective actions based on the findings of Monitoring and evaluation reports
  • Ensures timely remedial actions to address budget variances;
  • Responsible for the implementation of organisational safeguarding framework in project activities
  • Ensure complaints and reporting mechanisms are in place to deal with the issues related to project activities and safeguarding
  • The post holder is responsible for all project related records held, created or used
  • When delegated, represent IRW to a range of external actors, including beneficiaries and other key stakeholders, such as: local/provincial/national governmental authorities, UN agency, peer organization, I/NGO, Institutional donors and private sector

EDUCATIONAL QUALIFICATIONS:

Master’s degree in one of the following fields: Development Studies, International Development, Social Work, Economics, Business Administration or other related disciplines.

REQUIRED SKILLS:

  • Excellent communications skills –able to communicate and report on technical points, both oral and in writing
  • Good financial management skills with knowledge of budgeting and cost estimation.
  • Ability to manage multiple priorities and work under pressure and meat the deadlines.
  • Good interpersonal skills and the ability to work sensitively with people from various cultural and social backgrounds and team management.
  • Demonstrated experience in concept notes, proposal and donor report writing.
  • Previous experience of dealing with Institutional/ International donors and projects
  • Problem solving and self-management.
  • Knowledge and experience of Results based management (RBM).
  • Demonstrated experience in developing, fostering and working in partnership with local/national organizations specific to humanitarian action.
  • Knowledge and experience of Core Humanitarian Standard. Good capacity building, coaching and training skills for working with external Partner organizations.

REQUIRED EXPERIENCES:

  • 5 to 7 years of work experience in any I/NGO with at least 3 years on a similar position.
  • Previous experience of working on project funded by institutional/International donors including SIDA, ECHO, UN, UKAID, AUSAID, USAID etc.

LANGUAGE:

Fluent in English and Filipino; familiarity with regional dialects as well as knowledge in using various social media platforms for marketing and advocacy campaigns are an advantage.

DESIRABLE:

  • Sympathy and commitment to Organisational values and ethos.
  • PMD Pro, PRINCE-2 or any other relevant project management qualification
  • Experience and knowledge of Database and mapping software.
